Why bother changing the version?
Please provide a rationale for that change in the PR description.

We think we should strive to update the version of Kokkos used, eventually we might want to add this on our release to-do list. Staying on old releases only serves to confuse users that are trying to learn and will wonder why the latest release is not what is used?

I'm still advocating for a moving latest tag.

@masterleinad noted but since that tag does not exist in Kokkos Core, we will not do that for now
