Retro: PR #1539 — chore(deps): update ubi image updates

This was an automated Renovate/MintMaker PR by red-hat-konflux[bot] bumping two UBI9 base images in the Dockerfile (2 lines changed). It was created on April 21 and merged on June 17 (~2 months).

Timeline

1. Apr 21 — PR created by red-hat-konflux[bot]
2. Apr 22 – May 13 — kasemAlem issued 6 /retest commands over ~3 weeks (flaky CI)
3. May 6 & May 27 — kasemAlem approved twice (across rebases)
4. May 29 – Jun 16 — fullsend-ai-review[bot] ran 8 separate review cycles, each approving. Two reviews flagged a pre-existing digest pinning inconsistency (ubi-minimal lacks SHA256 digest unlike go-toolset)
5. Jun 17 — dirgim approved with "LGTM", acknowledged the pre-existing finding ("Will be addressed as a separate PR"), and merged

Observations

• 8 redundant review runs on a trivial 2-line dep bump that never changed semantically. Each run consumed tokens for the same outcome (approval).
• Pre-existing findings flagged on a dep bump PR — the digest pinning inconsistency was not introduced by this PR. While informative, it adds noise.
• Retro dispatched on a bot-authored PR with only review-agent interaction — low expected value.
