Retro: PR #1694 — Bot dependency bump with 7 redundant reviews

What happened: PR #1694 was a trivial Renovate/MintMaker dependency bump updating k8s.io/streaming from v0.36.1 to v0.36.2 (3 lines changed in go.mod and go.sum). Over 3 days, the review agent ran 7 times, each time approving with zero findings. The PR was ultimately closed without merging (likely superseded by another PR). A retro was also dispatched on this bot-authored PR.

The self-triggering pattern is visible: each bot APPROVED review generated a pull_request_review event that dispatched another review run. Combined with rebases (commit ffde3b2 → 218f229 → 69f27fd), this produced 7 review cycles that consumed tokens with no value.

No new proposals filed. All identified improvement opportunities are already covered by existing open issues:
