[medium] protected-path

The Dockerfile is a protected infrastructure file that requires human approval for all changes. This PR updates the ubi9/go-toolset base image tag from 9.8-1780490420 to 9.8-1782980183, which is a standard automated dependency update by MintMaker/Renovate. The change itself is mechanical and low-risk, but human sign-off is required per repository governance policy.
