Rails 5.1 -- Call to_prepare from config object.

Is there a timeline for this merge to happen? Can we please release after rails 5 merge so that we can restart using this gem. |

Used some old PRs and some changes to make this work in a project with ruby 2.5 and rails 5.1.5
