Add official support for python 3.12 and 3.13. Remove support for EOL pythons 3.7 and 3.8.

Update supported pythons

Drop metadata for Python 3.6, which is no longer supported (although this should still work fine on Python 3.6). Add metadata for Python 3.10 and 3.11, and verify that it works on those new versions.
