Add SHS CLI

This adds SHS CLI for use by people and AI. To try it out, build the binary and start an example SHS:

task cli:build
task cli:start-shs

You can then run:

./skills/cli/bin/shs apps

To show full usage, run shs prime. This is great for AI agents to get started as well.

With the discussions around MCP vs CLI, it makes sense to have CLI in addition to MCP for SHS.
