Adds an optional `ENABLE_KCD_COMPONENTS=true` flag to `make tilt-up` that installs Kubeflow Community Distribution components (dex, oauth2-proxy, central dashboard) from a pinned release before Tilt starts. This lets developers develop and reproduce bugs against the upstream community distributions auth and dashboard setup without losing the nice DevX around the Tilt workflow.
