docs: Add UpCloud provider to README

Add UpCloud provider link and update status to Beta.

Description
The link to UpCloud provider added in the readme.

How was this change tested?
The provider was tested using vClusters in the k3s cluster. The provider was tested using a script that adds/removes vClusters and watches the nodes added/removed. The test was done with initial two nodes and 50 vClusters were created using batches of 5 vClusters. The nodes were added correctly as the vCluster pods started staying in pending state. Similarly nodes were removed as the vClusters were deleted.
