Upgrade to haproxy 3.2.x

There was an attempt to upgrade to bookworm before #3294 (see: comments)
But was switched back to bullseye (#3350, #3351)

This PR upgrades the haproxy to latest stable 3.2.x , which is compatible with bookworm.

Raised another PR just for bumping the debian-base image from bullseye to bookworm #4003 .This PR has redundant changes as #4003 ;will clean it up later.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
