Update the compile-time dependency and migrate the MultiKueue ClusterProfile credentials wiring from the removed pkg/credentials package to the new pkg/access package. The preparatory test-only e2e image changes are split out into a separate PR so they can be cherry-picked independently. Ref kubernetes-sigs#10390.
