What type of PR is this?

What this PR does / why we need it:

This PR fixes a nil pointer exception that was introduced with #7891 that can happen if memory-saver=true.

The reason this happens is that feeder.metricsClient.GetContainersMetrics loads metrics for all pods in the cluster whereas when memory-saver=true only pods for which there are VPAs are added to the feeder.clusterState.Pods() map

I also added a test that breaks without this change.

Hi @plkokanov. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Can we add a similar comment as below? Something like:

// Not all pod states are tracked in memory saver mode

Just helps give context behind the defensive check here.

Thanks for fixing this, great catch! I guess I didn't backfill enough tests to account for memory saver mode in conjunction with initContainers ;(
