Add E2E tests for DRA autoscaling#9211

This commit introduces E2E tests for Dynamic Resource Allocation (DRA) autoscaling in Cluster Autoscaler. The tests cover: - Scale-up when pods request DRA resources - Ensuring scale-up is not triggered if a pod's request exceeds node capacity - Scale-down and node draining for nodes with DRA resources Included is a sample DRA driver[1] manifest used to simulate DRA devices in the test environment.
