Add E2E tests for DRA autoscaling

What this PR does / why we need it:

This commit introduces E2E tests for Dynamic Resource Allocation (DRA) autoscaling in Cluster Autoscaler. The tests cover:

• Scale-up when pods request DRA resources
• Ensuring scale-up is not triggered if a pod's request exceeds node capacity
• Scale-down and node draining for nodes with DRA resources

Included is a sample DRA driver manifest used to simulate DRA devices in the test environment.
