Updates ROADMAP.md Strategic Health section to June 20, 2026 (pass 18).

🎉 Major positive signal: coverage suite RESOLVED

The scanner's aggressive card test refactoring (8 PRs Jun 20) resolved the 4+ day coverage suite total collapse. All 12 shards restored. Both tracking issues closed:

  • Coverage collapse row: struck through → ✅ resolved
  • Nightly CI row: updated to "fully stabilized — coverage restored, Playwright green"
  • Build stability row: 🔴 → 🟡 (coverage ✅ restored; branch protection still absent)

CI health now fully stabilized — v0.4 feature vacuum is the sole
remaining critical blocker (T-10 days to Q3).
