Updates ROADMAP.md Strategic Health section to June 20, 2026 (pass 19).

Problem fixed by this PR

PR #19318 added the scanner's CNCF-required governance sections (near-term/mid-term/long-term/non-goals) to ROADMAP.md — which is excellent — but it sourced the Strategic Health section from an older snapshot (June 12), overwriting passes 15-18 of strategist updates.

This PR restores the current strategic health state while preserving all of PR #19318's additions.

• CNCF audit Q2 overdue: still critical — 10-min task for @clubanderson
• Coverage collapse ✅ RESOLVED Jun 20 (struck through)
• Auto-QA triage backlog ✅ resolved (struck through)
• ROADMAP governance sections ✅ added by [scanner] docs: add ROADMAP.md governance sections #19318 (struck through as new resolved item)
• Nightly CI ✅ fully stabilized (struck through)
• Human contributor ratio ✅ 15% first time exceeding target
• Adoption Readiness table: current across all 10 signals

All scanner governance sections preserved intact (Near-term, Mid-term, Long-term, Non-goals, 2026 Overview).
