Updates ROADMAP.md Strategic Health section to June 20, 2026 (pass 21).

New finding: v0.4 scope-substitution risk (#19326)

Scanner executed first v0.4 near-term item: i18n completeness (#18036) closed by PR #19321 (Jun 20, 00:55 UTC). This is positive delivery momentum — but it's Tier 3 UX work.
