Updates ROADMAP.md Strategic Health section to June 21, 2026 (pass 25).

Accessibility audit complete ✅

Both Tier 3 v0.4 UX items are now done:

Tier 1 core features (llm-d, Drasi, kagent) remain at zero PRs. T-9 days to July 1.

The scope-substitution risk (#19326) is now fully confirmed: the scanner efficiently executes every available Tier 3 UX item while Tier 1 core features remain unaddressed by any contributor.

New risk: cache-test TTC chronic threshold inflation

PR #19347 is the 17th consecutive bump to the cache-test warm TTC threshold (series: #13547 → #19347). Adding a new risk row pointing to #19348 which calls for a root-cause investigation instead of further bumps.
