This one's related to #1452. But, we actually thought about doing it before that.
The migration primitives we offer are optional. They should not end up in your bundle if you're not using them.
This PR kickstarts the move of these primitives to their own subpath
'kysely/migration'. It deprecates the same primitives exposed from the root'kysely'- so that we can remove these exports in 0.30.
