bump ethrex to 25.0.0 - #19

Goes straight from 23.0.0: the 24.0.0 bump (#18) was never merged, and 25.0.0 supersedes it. The build toolchain moves 1.91 -> 1.93, matching rust-toolchain.toml in the release. Without it a source build fails on the newer language features rather than on anything version-specific.

Bumps the formula to ethrex v25.0.0.
