This pull request updates the landlab-rest docs. Previously the docs were just in the README, now they are under the docs folder and are built with sphinx using the furo theme. I've pulled in documentation from other files (e.g. the changelog, and authors file), added some additional documentation about how the contribute, and created a nox file for automating development tasks (like building the docs).
