This prepares the package for ongoing maintenance on the 2.x branch by adding the quality checks needed to keep changes safe and consistent.
It raises the package requirement to PHP 8.3, adds Pint, PHPStan, Pest architecture and type coverage checks, and wires the Composer scripts into CI across PHP 8.3, 8.4, and 8.5 with SHA-pinned GitHub Actions. It also adds Dependabot for grouped GitHub Actions updates.
