A small CI configuration update that only changes which Go versions are used in workflows; no runtime code or data paths are modified.

Overview
Bumps the Go versions tracked in .github/variables/go-versions.env by updating latest from 1.23→1.26 and penultimate from 1.22→1.25 (leaving min at 1.22), affecting which Go versions GitHub Actions workflows select for testing.
