This PR adds in Ruff, it's a formatter/linter by the same devs as
uv. In this PR it's set up for formatting only. It has drop-in parity withblack, but it's a lot faster.The code has been formatted, it's in the pyproject.toml, and I also set it up to automatically verify PRs as a github action. Let me know if there's anything you'd have me set up differently on this, happy to swap it over to black or something if you prefer.
