Elixir Syntax Highlighting Update

We should show more love to Elixir syntax highlighting.

• I updated the elixir-language-configuration.json to the latest one from ElixirLS as it includes more rules.
• I added html-eex.json from ElixirLS as well and includes it in the package.json. I also made an update to the fileTypes in the html-eex.json since it is outdated. @josevalim himself made a recent change to the tmbundle syntaxes 6 months ago and I updated the fileTypes based on that.

Hi @RisPNG! I just wanted to let you know I'm currently away on vacation and unfortunately did not manage to get back to this before leaving.

There's not much left to do here, but I will wait until I'm back to merge and release this. This way I can act quickly if this change were to break something. I dont expect it will but I'd rather be safe than sorry.

I should be able to look at this sometime soon after the 27th.

No worries, I'm currently using my own fork while waiting for the next update with this pr merged.
