A copy of the license is stored at share/licenses/BQPD/LICENSE in the installed artifact directory, available via BQPD_jll.artifact_dir.

The underlying solver is a closed-source product. Although its source code is not publicly available, the precompiled binaries are freely redistributable under the BSD 3-Clause license. This package does not bundle any additional third-party code.

If you use BQPD_jll.jl as a BuildDependency instead of a Dependency in a recipe build_tarballs.jl for a package in Yggdrasil, don't forget to install the BQPD license with the command install_license. See the recipe for Uno_jll.jl as an example.
