Readthedocs is deprecating Ubuntu 20.04, so we need to bump both Ubuntu and Python versions since Python 3.10 is not available in Ubuntu 24.04. Signed-off-by: Renê de Souza Pinto <rene@renesp.com.br> (cherry picked from commit 0b184c4)

Backport of #5718
Readthedocs is deprecating Ubuntu 20.04, so we need to bump both Ubuntu and Python versions since Python 3.10 is not available in Ubuntu 24.04.
How to test and validate this PR
This PR was tested with readthedocs on the branch from this PR. No validation is required because once its merged, the webhook configured on EVE will trigger the build of the documentation automatically at readthedocs. Documentation will be available at https://eve-os.readthedocs.io/.
