Description

Bump dev dependency rmp-serde to 1.3.1, which no longer depend on paste.
Related: #5918

Notes & open questions

The version of rmp-serde is not "locked" previously(1.3 without patch version specified).

oops rmp-serde = "1.3.1" seems to require rust edition 2024
