The current behavior is to always show tenths below 10s, this PR uses the existing preference from account settings to also support "never" and "always". Needs lichess-org/lila#19799

Nothing to say about the code.
However the new pref "always" may cause UI issues when the tenths are displayed while the clock still displays hours. We may have overflow in that case, so it should be tested.

Looks fine with hours (see screenshot below). And in correspondence, we're actually using a separate clock widget, so the preference does not actually have any effect there.
