[controller] Set RF for backup version differently for various clusters

Problem Statement

Backup version min-active replica and replication factor should depend on store replication factor for various clusters. Also during rollback to reduced RF size backup version, it should increase the RF factor to the current version RF size so that it can serve live traffic.

Solution

Code changes

• Added new code behind a config. If so list the config names and their default values in the PR description.
• Introduced new log lines.
  • Confirmed if logs need to be rate limited to avoid excessive logging.
