The star path was an irregular decagon (tip radii ranged 153-187, valley radii ranged 54-81) and roughly 2x larger than the official 1:6 star-radius-to-flag-height proportion. Replaced with a regular 5-pointed star sized and centered per the official construction. Fixes lipis#1449
