audit_doc_paths -> audits/*.pdf (this repo stores audit reports under audits/, not the bot default docs/audits/, so the cloud-auditor ingest pipeline would otherwise silently skip them). Also sets actor_allowlist, escalation reviewers, and Telegram delivery routing.
