This PR upgrades the llm-d-inference-scheduler to use Gateway Inference Extension (GIE) 1.1.0 rc.1.
Some minor changes were made due to API changes in GIE. In addition the Inference-Scheduler's End to end test was modified to exploit public test APIs in GIE (they had been private and were made public a while ago)
