This PR is part of the implementation for #608. It extends the EPP to support Encode/PD disaggregation by introducing new plugins.
Note: Currently, "always encode" decider is used. This will be updated with proper decision logic at a later stage.
Tested on a local kind cluster in conjunction with #643 and #648 .
