[WIP] Kokkos metadata handling in specific service

This is a WIP, I think this is a compromise everybody could agree to, if it works. No change in the Kokkos interface, and nothing Kokkos-specific in adiak, put that stuff in Caliper where it's seen as okay. Will test with @dalg24 in his abundance of free time
