Fixes bugs in Action workflows and adds features: - Adds dependabot for workflow maintenance - Expands wheel builds to Python 3.8 - 3.13 - Adds builds for MacOSX 11 (ARM) and 10.9 (x86_64) - Includes repo metadata in wheels for provenance - Fixes build to have a clean flag - Makes flag-files python-version dependent to avoid broken builds using cibuildwheel (cherry picked from commit e00cd5c)
