Tagged Alex and Jered on this so they can see where we are doing the docs work.
Here is some info on how to build docs locally, I had to update my sphinx from ATS-5 days and install another packages..

@gshipman I can see the generated webpage before I add my approval - were you able to find it? It looks good so I will approve momentarily - are you also ready for me to merge it?
