[ExportVerilog][Windows] Split verilog clobbers files with different cases

If exporting split verilog to Top.sv and top.sv, ExportVerilog clobbers one. Grouping ops by filename needs to be case insensitive on Windows.

Is it a good idea to be case insensitive on all platforms?
