XRay installs headers unconditionally

The XRay headers are always installed, even on targets (like Solaris/amd64 and Solaris/sparcv9) where XRay isn't supported. This is useless as best, but can actually be harmful as seen in MicroBenchmarks/XRay tests FAIL to link.
