In anticipation of another script for amending previously stored commit data, split the existing
process_llvm_commits.pyinto a separateoperational_metrics_lib.py.In a follow up pull request, another script will be querying both the GitHub GraphQL API and our BigQuery datasets for pull request and review data. Instead of have redundant code blocks, functions should be available for reuse wherever possible.
