Bump stablehlo to openxla/stablehlo@e60f552 After LLVM c6964b1b4dcd, i1 DenseElementsAttr no longer uses bit-packed special handling. Also, relax compile.py IR-printing check to match any IR Dump After ... banner, since after the LLVM update the first reported pass changed.
