Add in TOR configuration

Add in TOR configuration to config file, but leave it disabled until we get a working tor container

While the lnd configuration for tor here is fine, it would be better to duplicate lnd.conf and put it in a tor directory. This way we can let docker-compose choose between different stacks (and as you've pointed out the tor one will need another container)
