Discussing this at Merge Monday: we will attempt to audit all the places these templates might want updating and what potential version number jump this would need. We'll have a meeting to discuss and assess. |

If we merge this, it will only affect sites that are not using localgov_base as their base theme, since the markup in this PR is matching the markup that is already in localgov_base. |
