Adds basic scheduling tests.
What else do we need to know?
Since we are adding the hybrid scheduling feature (and vcluster already has virtual scheduler), we should have basic scheduling tests for the default scheduler in order to be sure that we are not breaking the default scheduling (when hybrid scheduling and virtual scheduler are disabled).
