Restrict @claude trigger to trusted users
The job runs for any issue_comment, review comment, review body, or issue title/body that contains @claude without checking author_association or repository permissions. In a public repo, that means any external user can trigger the workflow and consume the Claude API secret, potentially causing unwanted spend or automated replies. Consider adding an explicit actor/association check (e.g., MEMBER, OWNER, COLLABORATOR) or a allowlist to prevent untrusted users from invoking this job.
