This partially addresses #5 by updating the lowrisc_opentitan dep (to take advantage of recent changes that enable using on opentitanlib as a dep) and checking in bitstreams to use for E2E provisioning testing.

This checks in OT FPGA bitstreams for testing E2E provisioning flows. We
check in the bitstreams to simplify dependency management.

This updates the lowrisc_opentitan dependency to a
provisioning-infrastructure specific release tag. This is done to
include recent changes to opentitanlib that make it feasible to use it
as a downstream dependency.
