Changed filenames and module structure to eliminate /meas, as this is a task. Renamed all files from simAstrom to jointcal. Replaced all simAstrom occurances with jointcal, being careful about case. Removed meas:: namespace from .h, .cc, .py

This branch adds code to match a whole exposure to an external catalog.
This code will eventually be called (on user request) before associating
the various visits. No changes made to the current astrometric joint fit.
