What this repository does

mocka-civilization defines what the MoCKA civilization stands for.

Immutable Principles — MOCKA-PRINCIPLES-v1.0

Principle	Meaning
Transparency	All decisions and records are verifiable
Reproducibility	The same input always produces the same output
Accountability	Every action has a responsible owner
Immutability	Canonical documents cannot be altered
Neutrality	The loop does not favor success over failure
Continuity	Records persist — accumulation never stops

These cannot be changed without governance approval.

MoCKA evolves across 21 planned phases:

Perpetual Mechanism
