Drops Intel Mac CLI build that was blocking v7.0.0 release for 30+ min on queued macos-13 runner. See commit message + CHANGELOG for rationale.

GitHub-hosted macos-13 runners (the last Intel Mac image) are deprecated
and scheduling priority has been lowered. v7.0.0 first tag attempt
queued the darwin-amd64 build for 30+ minutes with no runner pickup,
holding the entire release pipeline (Create Release `needs: [build,
desktop]`) idle while Linux + darwin-arm64 jobs sat completed.

Apple Silicon is ~95%+ of the developer Mac fleet in 2026; haft is a
developer tool with audience skewed even further toward modern hardware.
Cost of holding the pipeline on a long-tail Intel build no longer
justifies the wait.

Intel Mac users have two paths:
- stay on v6.2.1
- request a v7.0.x patch with a hand-built darwin-amd64 artifact
  uploaded via `gh release upload`

Desktop darwin-amd64 stays in the matrix — Tauri cross-compiles cleanly
on macos-latest via Rust target x86_64-apple-darwin, no Intel runner
needed.
