Fixing: UPS single rate not displayed #39408

Description (*)

In case there is only 1 rate available, then UPS returns a singe rate alone, not in an array of rates.
This logic checks if the details of the rate is exposed directly, and wraps it in an array to be compatible with the rest of the code.

Manual testing scenarios (*)

1. Set the country of the system/seller/origin to Hungary.
2. Request rate for Cyprus 3030.
