Release Tooling

ArcticDB is released onto PyPi and conda-forge.

Schedule

We release two versions every Monday
- An rc version, with a suffix +man0 -- this is released only on Github, with wheels available to download
- A full version -- this is released to Github, PyPi and conda-forge.
